When I shutdown my computer from the Mac side (my preferred editing setup) the Matrox LE w/max turns off with all the other thunderbolt devices.

When I shutdown from the Win8.1 side the Matrox red LED pulsates even after all other thunderbolt devices turn off.

Is this normal behavior ?

I am on a MacPro (2013)

Yes, this is normal for the Windows setup to pulsate even after system is shutdown.
