No, frame rate conversion is not a feature of the MXO2.

A hardware based HD standards convertor? Sure but they are not cheap by any means.

Snell & Willcox's Alchemist PH. C and Teranex's VC100/VC300 are the industry standard for this kind of thing ... there are probably cheaper solutions out there but I'd hazard a guess that their conversions are not worth it and that you'd get superior results with a software based conversion.

Apple's Compressor can produce excellent results (you need to set the Frame Controls appropriately for best results, and be warned that it is a slow process). Graeme Nattress's Standards Conversion plugin for FCP is a little bit quicker and also produces good results.
